CRACKER BARREL MEETING TUESDAY 6 MAY 2008,  
7:00PM – KENOWA HILLS HIGH SCHOOL ROOM 225.

SPRING HIGH SCHOOL MEETING FOLLOW UP.
Following our spring training meetings recently in Kentwood and Fruitport the board has felt that it would be helpful to emphasis the rules changes in 2007/08, particularly jewelry and improperly equipped players. 

The rule changes are summarized below.  While it is recognized that there can be situations that an official may be sympatric to an improperly equipped player or one with jewelry – it must be pointed out that officials must be consistent in the enforcement of this rule.  It is recommended that coaches be reminded of the need to take responsibility for players being properly equipped in time to take corrective action, but that violations after that shall require enforcement of the rules.  Wherever possible use match management skills, work with team captains and generally use common sense to avoid this potential emotional and difficult situation.

NFHS Soccer Rules Changes 2007-2008

1-5-3 EXCEPTION: When teams are placed on opposite sides of the field, each team area shall be located as specified above and shall be placed diagonally across from each other.
4-1-1 Beginning with the fall 2008 season, shin guards must meet the National Operating Committee on Standards for Athletic Equipment (NOCSAE) specifications.
4-3 Each head coach shall be responsible for ensuring that each of his/her players is properly equipped.
Add Penalty: An improperly equipped player shall be instructed to leave the field of play when the ball next ceases to be in play. The head coach shall be cautioned (yellow card) for improperly equipped players.
Delete 5-2-2-d-3 Examine the uniform and equipment of each player to see that it complies with the rules.

SPRING SEASON REMINDERS.
To make sure that officials are properly prepared and ready for the spring season the following reminders should help your game. 

  • Study and review the 2008 Rules – keep the rule book handy for frequent review and reference.
  • Check-in with Arbiter several times per week, make sure that your email address is current and working (otherwise you will not receive game notices).   Make sure to block dates that you cannot work.
  • Officials are reminded of the need to phone game partners 24 hours in advance to confirm game location and game time.
  • Finally, make sure that contracts are returned on time and that officials arrive on time (30 minutes before kickoff).

Grand Rapids Area Bridge (from Grade 9 to Grade 8) Referee Course

This upgrade course is for those referees who are currently a Grade 9, are 14 years old (by 3/15/2008), and have worked at least one season as a Grade 9 referee. Please have them contact Mike Wint for details (to be able to attend, you MUST be pre-registered AND pre-paid).

Spring Meeting for Premier and GVSA Games (3-1-2008)
Please mark your calendars for the spring kickoff meetings for both Premier Soccer and GVSA which will be covered in one event.  This is a required event for officials wishing to referee at Premier games in Michigan and is highly recommended for GVSA games as well.

The 11:00 meeting is intended for officials who referee GVSA games and will review points of emphasis and plans for the spring season.  The 2:00 meeting is a required event for officials wishing to referee Premier games in Michigan.  It is not necessary to attend both meetings but it is recommended.

Futsal Referees Needed for College Tournament (2-7-2008)
Cornerstone University will be hosting the Futsal Championships for the Midwest Futsal League on Sat, Feb 16th from 12-4 pm. They are looking for any refs that would be interested and available. The games are 25 minutes long with a running clock. They do not have to be certified Futsal refs but have to have an understanding of the rules. There are 8 colleges involved. NAIA is working on potentially doing something official with Futsal.

USSF Classes
Two USSF Classes are coming up this winter. The first is for anyone who is not registered with USSF currently. The second is a new, mandatory class fro anyone refereeing higher level youth games.

Rules Questions and Interpretations (12-5-2006)

Do you have a question about the rules, or a concern that you did the right thing in last night's game?  If so contact Mike Wint, who will help you get to the right answer regardless of whether the game was USSF, College or High School.

 

Believe it or not! (Chapter 2) or Innocents Abroad.

Ashley Wagel, who belongs to WMSOA, also Referees High School soccer in Iowa and Illinois, as his work takes him to the Quad Cities area.  Here are some of the oddities of Illinois:

The big one is the Goal Differential Rule.  In Illinois after halftime if a team is gets a lead of 8 goals the remaining time in the 2nd half shall be reduced by half.  After any other goals that widen the differential the remaining time shall again be reduced by half.  For example if Team Z gets an 8 goal lead with 30 minutes left in the second half, before the kickoff the referee must reduce the remaining time in the second half to 15 minutes.  Say Team Z scores again with 12 minutes left in the half – prior to the next kickoff the referee will reduce the time remaining in the match to 6 minutes.  This is a real beauty - how would like to tell the timekeeper to change the clock form 4.2 seconds to 2.1 seconds after the thirteenth goal is scored? - ed.

Another is that there is yellow card accumulation (A very good idea, but read on ... -ed.).  Players will sit out one match when they accumulate their 5th yellow card and one match for each successive 3 yellow cards.  If a player gets a red card for a second yellow then both yellows count toward the accumulation policy AND the player must sit his one match suspension for the red card.  A straight red card is also handled separately – the player must sit out the next match and the red card DOES NOT count as 2 yellows.  If a player plays JV, but is called up to varsity and gets his 5th yellow – the player cannot play at any level until the penalty is served – so they cannot go and play again on JV like nothing has happened.  If the JVs play before the next varsity match the player would also have to miss the JV game and the varsity game to serve the penalty.  The match suspension is at the level of where the 5th (8th, 11th, etc) was earned and the player cannot play at any level until the penalty is served. You can't help but cringe at the fact that two Yellows carries a bigger penalty than a straight Red.  If you've got one Yellow you should go for a Direct Red the second time (so that you accumulate only one Yellow).  A player gets a lesser punishment for cleaning someone out with studs high than for kicking away a dead ball.  The JV/Varsity bit can certainly be bizarre (you get the 5th Yellow on JV, but their season is now done- then what?  Or let's throw in a Freshman game into the mix) - ed.

Last big one – if there are no lines for the technical area for the teams then the coach must sit on the bench for the match.  The coach is permitted to rise as part of the substitution process, but not stray from the immediate bench area and must go back to sitting on the bench one they have chosen the substitute.

Even a blind pig finds acorns! This a rule I absolutely love.  Every field would have a technical area in about two hours if this rule existed everywhere, assuming we actually don't care what rating we'll get and tell the coaches to stay put - ed.
