Kicking for Three

Basically, the Goalie is holding the Ball while his teammate kicks it.  If you read Law 16 - The Goal Kick closely you will see that it states "the ball is kicked from any point within the goal area by a player of the defending team".  Note that the Law does not state the ball cannot be held by the Goalkeeper, but throughout the Laws there is an assumption that all kicks (Kick offs, Direct Kicks, Indirect Kicks, PK's, Corners, Goal Kicks) are done (1) While the ball is on the ground and motionless and (2) are done by one player.  Common Sense dictates the Goalie cannot be holding the ball for the restart (nor can he bend over and put it on his rear end for the restart either).

Since the ball was not properly put into play the correct decision is to tell the goalie to "knock it off". which may be accompanied by a Caution for unsporting behavior if you're in a bad mood, and the kick is retaken.

The opposing team, of course, were busily demanding a PK, claiming the Goalie had handled the ball.  This can be rejected out of hand. Since the ball was never properly put into play the restart will still be a Goal Kick, after you sort out all the shenanigans.

Here are two related situations to think about:

    1.    Before taking a Goal Kick, the goalie uses his heel to create a depression in the field for spotting the ball.  Besides the fact that this is not the smartest idea (the ball is round - it doesn't need propping up and it's not going to be very easy to dig it out the hole you've just created), what, if anything, should you do?

    2.    While holding the ball after making a save, the Goalie's teammate runs up and kicks it out of his own Goalie's hands.  Is this OK?
